Regulations of the Institute of Medicine of Thailand on Roles, Duties and Operations, B.E. 2536 (1993)


In order to comply with the agreement on the Institute of Medicine of Thailand, 1989 and the resolution of the Board of Directors for the Institute of Medicine. Medicine of Thailand At the meeting No. 2/2536, dated August 9, 1993, it was resolved to enact the Articles of Association as follows:
Article 1 This regulation is called “Regulations of the Institute of Medicine of Thailand”
Article 2 Group of the Institute of Medicine of Thailand English name “Consortium of Thai Medical Schools” Abbreviated CAT, COTMES
Article 3 This regulation shall come into force from the day following the announcement date onwards.
Article 4 in this regulation
“Institute of Medicine” means the Faculty of Medicine. College of Medicine and other educational institutions
with a status equivalent to the Faculty of Medicine
“Institute Group” means the Medical Institute of Thailand Group.
“Member institute” means a medical institute which is a member of the Medical Institute of Thailand group.
“Dean” means the Dean of the Faculty of Medicine which is a member institution.
“Director” means the Director of the College of Medicine. or an educational institution called by another name
with a status equivalent to the Faculty of Medicine which is a member institution
“Directing Committee” means the Board of Directors of the Medical Institute of Thailand.
“Executive Committee” means the Executive Committee of the Medical Institute of Thailand.

Chapter 1 General Chapter
Article 5 The objectives of the group of institutions are as follows:
5.1 To promote and develop education, research and health science services at all levels. to be consistent and responsive to the policy
and public health problems of the country
5.2 To be a center for coordinating, disseminating and exchanging academic knowledge in medical education and related sciences
between member institutions and between member institutions and related institutions
5.3 To carry out activities that are beneficial to the development of medical and related academic affairs
for the advancement of medical education Health Sciences and Public Health of the Country
5.4 To be a source of opinions and proposals to the government and related organizations in the field of development of medical education
health science and public health in Thailand
5.5 To support and promote the development of work, personnel and central information systems for medical, public health
and health science to be modern, advanced and more effective
5.6 To be an academic institution and not related to politics
Article 6 Institutional groups may have income as follows:
6.1 Maintenance fees and contributions for operating expenses from member institutions
6.2 Support from internal or foreign organizations
6.3 Donations from individuals or organizations
6.4 Other income or benefits as the Board of Directors deems appropriate
Management and management of finances and assets in accordance with the regulations of the group of institutions.

Section 2 Roles and Duties
Article 7 Institutional groups have the following roles and duties:
7.1 Determine policies and operating guidelines to meet the objectives of the establishment of the institutional group. and the wishes of the member institutions
7.2 Representing all member institutions or each institution to carry out its assigned activities and in accordance with its objectives

7.3 Take any other action as the Board of Directors deems appropriate. and that is not contrary to the objectives of the institutional group

Section 3 Operations
Article 8 Board of Directors
8.1 Elements
8.1.1 The Dean or Director of a member institute is a member.
8.1.2 Qualified persons Not more than half of the number of directors in clause 8.1.1 are directors.
8.1.3 Secretary-General as a member
8.1.4 A deputy secretary which was suggested by the secretary as a director and secretary
to the dean or director of the member institute of the meeting place for each managing director
preside over the meeting of the steering committee, if any meeting is held outside the member institute
The steering committee shall consider electing one chairman from the Dean. or the director of the member institute attending the meeting
8.2 Authority
8.2.1 Determine policies and operating guidelines and organizational formatting to respond to operations
and in accordance with the objectives of the institutional group without contradicting the policy of the member institutions
8.2.2 Consider and approve special projects or activities that are beneficial to the general public of the institution group and member institutions.
8.2.3 To support, strengthen and initiate activities including special projects that meet the needs of the country in the
Medicine and Public Health To be in line with the policy and objectives of the institutional group
8.2.4 Support and assistance to member institutions and other institutions in the scope that are not inconsistent with the policy of the institutional group
8.2.5 Consider joining or leaving members of the institutional groups of various educational institutions.
8.2.6 Consider appointing, removing, secretary of the institute group and deputy secretary-general of the institute group
or any other position as appropriate
8.2.7 Consider the rules, regulations and other requirements for the benefit of the operation of the institutional group
8.2.8 Consider the budget and control the financial operations of the group of institutions
8.2.9 Consider assigning responsibilities to individuals or various groups of persons to operate in accordance with the policy and
Objectives of the Institute
8.3 Qualifications of persons holding positions in the Board of Directors
8.3.1 Qualified Director
an experienced person and must not hold the position of rector or equivalent position in any institution at that time
and was approved by the Board of Directors meeting with a vote of not less than 2/3
In the event of great necessity, the steering committee may, on a specific occasion, consider otherwise.
8.3.2 Secretariat
To be appointed from a person who previously held the position of Dean or equivalent position in a member institution for a consecutive period of not less than
3 years and must not hold a position of rector, vice rector, or dean, or a position designated by the Board of Directors
considered to be equivalent at that time which must be approved by the meeting of the steering committee with votes
not less than 2/3
8.4 The term of office of the person in 8.3
8.4.1 Qualified Director The term of office is 2 years but may be reappointed.
8.4.2 The Secretary-General has a term of office of four years but may be reappointed. In the event that the position of Secretary-General becomes vacant before the end of the term to the Board of Directors Appoint any person to hold a new position, Deputy Secretary-General having a term of office
equal to the term of the Secretary-General who is the person who proposes to appoint
8.5 Powers and duties of the Secretary-General
8.5.1 Responsible for the operation of the Medical Institute of Thailand Group to be in accordance with the objectives of the institutional group
and the policy of the Board of Directors
8.5.2 Responsible for management, finance, personnel and other duties within the scope of authority of the institutional group.
8.5.3 Be the chairman of the Executive Committee according to Clause 9.
8.5.4 Prepare an annual budget to propose for approval from the Board of Directors
8.5.5 Liaise and coordinate between the group of institutions and the member institutions and other related organizations.
8.5.6 is an aggregator and disseminate news and information that is useful to member institutions
8.5.7 Prepare a report on the operating results to submit to the Board of Directors.
8.5.8 Consider the selection of a Deputy Secretary-General. to propose to the steering committee to act as the secretary of the meeting Board of Directors
8.5.9 to perform any other tasks as assigned by the steering committee.
Article 9 Executive Committee
9.1 Composition
9.1.1 The secretary-general is the chairman of the board.
9.1.2 Deputy Secretary-General as member
9.1.3 One director who is a representative from member institutes is a member.
9.1.4 Not more than 3 qualified persons as directors, qualifications and appointments to be in accordance with Clause 8.3.1
The Committee shall consider and appoint a Deputy Secretary-General to be a member and secretary. according to the recommendation of the secretary general
9.2 Authority
9.2.1 Prepare special projects and activities of the institutional group. to propose for approval from the Board of Directors
or as assigned by the steering committee
9.2.2 Initiate projects or guidelines for the group’s operations in the scope that meet the objectives of the institutional group.
9.2.3 Recommend useful matters to the Board of Directors
9.2.4 Take action on matters assigned by the steering committee.
9.3 Term of office of directors under Clause 9.1.3 According to the term of office of the Dean or Director
who is nominating
Article 10 Implementation Committee Project/Special
10.1 Elements
10.1.1 Secretary-General or Deputy Secretary-General or an assigned executive director or both the Secretary-General, the Deputy Secretary-General and the Executive Committee
10.1.2 Persons that the Board of Directors deems appropriate
10.2 Duties
to complete an assigned project or activity and propose the operating results to the Executive Committee
and the Board of Directors, respectively.
Article 11 Advisory Board

The steering committee may appoint an appropriate number of qualified and/or experienced personnel. To provide advice and advice on the operations of the institutional group. with a term of office for a term of 2 years
